After a marathon CCMA facilitated session and the intervention of Minister Thulas Nxesi yesterday, the CCMA commissioner facilitating the S150 process presented Labour with Transnet’s newest position on the salary increase offer. This was not a formal offer from Transnet in writing but rather a position that was presented to Labour by the Commissioner facilitating the S150 CCMA facilitated process. The proposal presented to us entailed the following:
Across the Board Increase (ATB)
Grade G – 4%
Grade H – 4%
Grade I – 4.25%
Grade J – 4.25%
Grade K – 5%
Grade L – 5%
Other elements of the proposal
Housing allowance increase of 1% = R15-97 per month
Medical allowance increase of 1% = R15.97 per month
Nightshift allowance increase of 1% = From R11-31 to R11-42
Standby allowance increase of 1%
Acting allowance increase of 1%
Backpay from 01 April 2022, however this backpay would apparently be made in three equal tranches that will only be paid in January 2023, February 2023 and March 2023.
Once off Ex-gratia amount
There were no proposals presented by the Commissioner on the once-off ex-gratia amount, it appears that Transnet has withdrawn this to finance revised proposal in its current form
UNTU rejected the offer and expressed the need to the Commissioner to explain to Transnet that UNTU will not even approach its members with yet again such a ridiculous offer. It would seem that all Transnet has done is to change the way the offer looks, allocating different % increases in different ways, the actual improvement in salaries of the members (taking all things into consideration including the once off ex-gratia amount) is still very far away from a CPI related increase for the members.
UNTU remains committed to progressing our members’ interest and needs and again we ensure the members that UNTU will NOT agree to any salary increase offer presented by Transnet that has not been presented to the members for mandating purposes. At the same time, we remain open to the negotiation and facilitation process and eagerly await a salary increase offer that is aligned with the increased cost of living and economic challenges that our members are faced with every day!!!.
