PRASA BARGAINING FORUM REGISTRATION
In November 2020, the Prasa Bargaining Forum was registered as a None Profit Organization (NPO).
PRASA BARGAINING CONSTITUTION
UNTU demanded that the Prasa Recognition Agreement be reviewed which was agreed to by Management.
The dates for the Workshops and Total Guaranteed Package (TGP) are scheduled for 28-29 January 2021.
TOOLS OF TRADE
SATAWU demanded that the Prasa Bargaining Forum purchase and issue their National Full Time Trade Union Representatives (NFTURS) with cellular phones. UNTU and Prasa Management rejected their demand.
CONDITIONS OF SERVICES: MAIN LINE PASSENGER SERVICE (MLPS)
Labour raised their concerns on the twelve (12) hours working at MLPS as MLPS continues to make unilateral changes and not adhering to the Recognition Agreement.
Labour presented scenarios of the current unilateral changes that have led to various challenges as MLPS never consulted Labour on these unilateral changes.
UNTU have lodged numerous disputes on the issue of the twelve (12) hours working conditions at the Commission for Conciliation, Mediation and Arbitration (CCMA).
Management could not provide Labour with an immediate response and it was agreed that a session be arranged from 10-12 February 2021 to deal with this matter.
VERIFICATION EXERCISE: UNION MEMBERSHIP
It was agreed that a “Verification Exercise” needs to take place. UNTU will conduct its own investigation and follow the legal route
MERGER WITH THE TRANSNET BARGAINING COUNCIL (TBC)
UNTU demanded that the Prasa Bargaining Forum form part of the Transnet Bargaining Council (TBC). The Bargaining Forum Secretary did forward written correspondence to the Transnet Bargaining Council which will be followed up at the next Bargaining Forum meeting.
Day Two: 21/01/2021
AVERAGING OF TIME (45 HOURS)
UNTU gave Prasa Management thirty (30) days’ notice on 8 December 2020, which expired on the 8th of January 2021. There is no current agreement in place on how to calculate time.
Management was supposed to have responded in writing to UNTU on the thirty (30) day’s -notice. However, Management have subsequently requested that they be afforded more time until 29 January 2021 to enable them to work on the letter.
DETERMINATION OF PRASA BY DEPARTMENT OF LABOUR
There are issues of non – compliance. A circular letter will be disseminated by UNTU to all constituents by no later than 29 January 2021. Management took note of the concerns raised by Labour and undertook to comply.
Furthermore, Management will conduct an investigation to establish if all Depots and Workplaces are adhering to the “determination” and provide Labour with feedback on 29 January 2021.
